It’s been over a year, so it’s fair to ask: When can Whitewater’s residents expect an update on the status of this ‘in progress’ Digestion Complex proposal?
Following an orderly method for blogging on topics, I’ll send along an email to City Manager Clapper asking this question. I’ll post an update with any information received in reply, should there be a reply.

I commented yesterday when you wrote about the digester plan. I would be surprised if the city wrote back to you although it would make more sense to answer than to stay quiet. Regular people expect updates but these guys do not see it like that. Their pet programs get funded when no one asks anything except “how soon can we get started”?
They are designed for a low-information environment. Check out the web page with the waste water plant info to see the problem. They call a rate increase a “rate adjustment”. They cannot bring themselves to use a normal term like increase. If they cannot speak the way normal people do there is only a tiny chance they will be open about a program like a digester.
If it’s all good they should be bragging by now and if it’s not so good they should be honest about it.
But that just makes a different point for you.
No answer basically means no confidence in the plan. A person who was confident would answer with when there will be an update. I guess no answer is also an answer (it’s not going well).
I can’t answer for others. Still, it seems that in writing about policy, if a blogger knows his course, the day-in, day-out is manageable patiently.
