Following a planning group’s work and a presentation at an open house last night, the Whitewater Common Council and Plan and Architectural Review Commission now jointly consider a draft update to the Whitewater Forward Comprehensive Plan.
Many meetings, with many discussions, over many hours brought us here. For it all, no planners numbering close to sixteen can ensure on their own a vision for this city of sixteen thousand residents. (If that were true, then Old Whitewater’s men would still control over development and this city’s principal public institutions. They no longer do; occasional encomiums will not revivify.)
In the months ahead, if this draft is to have lasting meaning, it will need to be seen, discussed, and critiqued among residents to shape its recommendations and projections along lines of residents’ actions and aspirations.
In any event, tonight could be no more than a beginning only, and this beginning depends on the lengthy draft being presented in full, in as many places as possible. (No one sees an invisible painting; no one hears an inaudible song.)
